Tour operators need to try and make sure that rest areas and flights, etc., come out completely booked, I guess they think that when there is a risk of not selling the holidays then everything is better than nothing. It's always worth it to find out exactly what is required before you set off on your vacation, the options are endless, and pre-booking will always make it easier to get the most competitive offers.
